Work on the design of the new aircraft carrier began in 1937, the preliminary design was presented on November 27, giving it the number "02". On July 21, 1938, the design was amended and approved. 1 ship with a displacement of 27,800 tons was ordered, she entered the Navy expansion program approved on December 8, 1938. After accepting the main parameters of the aircraft carrier, it was possible to start working on a detailed design (work started in December 1939). Due to various types of delays, the keel was not laid until July 10, 1941 at the Kawasaki shipyard in Kobe. Until March 5, 1943, when it was given its name, it was listed as shipbuilding number 130. The official baptism took place before the launch on April 7, 1943. The ship was named TAIHO (great Phoenix).
